New automated ATLAS offer process

We are pleased to notify Family Violence Panel members about a new automated ATLAS process.

From 17 July 2017, you will receive an ‘offer’ via ATLAS to take on a court ordered family violence matter. This is different to our current process of Victoria Legal Aid (VLA) contacting your office.

Family Violence Protection Act

Pursuant to sections 71 and 72 of the Family Violence Protection Act 2008 (Vic), VLA is often ordered by the court to fund an applicant or respondent. This is for the purposes of cross examination in an intervention order hearing.   To provide funding VLA must allocate the matter to a practitioner.  Where VLA’s in house practice cannot act, the matter is allocated to a practitioner on VLA’s family violence panel.  

ATLAS offer process

Currently, these matters are allocated via an email or a telephone call.  This process can be time consuming and inefficient.  To streamline the process for allocating these matters, practitioners will now receive an automated ‘offer’ via ATLAS.  If the practitioner can act then they will simply accept the offer and a letter granting them legal assistance will be sent to their ATLAS inbox.

Fair and equitable distribution of funding

To ensure a fair and equitable distribution of funding, for each matter, an offer will be sent to five randomly selected practitioners on the family violence panel.   The practitioner who accepts the offer will receive a letter confirming funding and then be placed at the bottom of the practitioner list. The remaining selected practitioners will receive a further two opportunities to accept an offer before being placed at the bottom of the practitioner list.  The list will rotate to ensure that all practitioners receive an equal share of offers.
