Amanda Carter – Acting Youth Crime Program Manager

About Amanda

Since 2015, Amanda has been the Managing Lawyer of our busy Sunshine office. Amanda commenced her legal career in private practice in South Australia in 1996. She also ran her own criminal law practice in Adelaide before moving to Victoria and joining Victoria Legal Aid (VLA) in 2000 as a duty lawyer. She quickly distinguished herself as a leader – taking up deputy managing lawyer roles across the Broadmeadows, Frankston and Sunshine offices between 2002 and 2014.

Across her 20 years of criminal law experience, Amanda has practised extensively in the Children’s Court. Amanda is keenly aware of the current challenges within youth justice, and is passionate about protecting and promoting the unique rights of children and young people in our system. Amanda currently sits on our Adolescent Family Violence in the Home working group (AVITH) to guide VLA’s Royal Commission into Family Violence policy response in this area. Amanda has also played a leadership role in our Care Not Custody campaign, which seeks to address the overcriminalisation of young people in out-of-home care.

Kate Bundrock – Acting Summary Crime Program Manager

About Kate

Prior to taking up this role, Kate was the Managing Lawyer of our Dandenong office – our largest summary crime duty lawyer practice outside of Melbourne. While at Dandenong, Kate played a leading role in the establishment and launch of the South East Legal Assistance Network (SERLAN) which brings together VLA offices and community legal centres in the south east.

Kate commenced her legal career at Mallesons Stephen Jacques in 2001 and was appointed Associate to Justice Osborn in the Supreme Court in 2002. Kate commenced working at VLA in 2004 until 2010, during which time she worked in Preston and Shepparton. From 2010–12, she worked as a barrister appearing in complex summary and higher court criminal matters. At the 2011 Victorian Pro Bono Awards, Kate received the Daniel Pollock Readers Award. In 2013 Kate returned to VLA and worked in-house providing legal advice on professional responsibilities and corporate litigation and on policy development and service design.

Kate committed to working with internal and external practitioners to ensure summary crime services, provided by our mixed service delivery model, are effective and meet the needs of our clients.

Gemma Hazmi – Assignments Criminal Law Managing Lawyer

Gemma is your key contact for the Assignments, Criminal Law.

About Gemma

Prior to commencing at VLA, Gemma was Principal Lawyer Public Affairs and Legal Policy, and Senior Policy Lawyer for the Law Institute of Victoria's (LIV's) Criminal Law section.

Gemma has been a senior policy lawyer at the LIV since 2013 and was a member of the LIV leadership team. Gemma has extensive experience in preparing policy submissions for the LIV and engaging with various stakeholders including private practitioners, ministerial advisers and heads of jurisdiction. Gemma also has experience as a criminal lawyer and leading a team of legal and non-legal staff.
