Updates to our Panel of Independent Reviewers

Welcome to Andrew Norris and reappointment of Min Guo

The Attorney-General recently appointed Andrew Norris and reappointed Min Guo to the Panel of Independent Reviewers for 3-year terms, starting on 21 August 2026.
Both Andrew and Min have a wealth of experience in administrative law and are currently practicing at the Victorian Bar.

Andrew also brings experience as head lecturer at the College of Law and as an academic researcher and author at Lexis Nexis, having authored many articles. He has appeared for prosecution and defense in criminal proceedings in all Victorian courts.

Min’s main practice areas are in administrative and commercial law. Min has appeared in multiple matters in the Federal Circuit and Family Court of Australia, the Federal Court of Australia and the Hight Court and Administrative Appeals Tribunal. Min has been a Panel member since October 2023.

Andrew Norris and Min Guo join Olaf Ciolek and Erin Hill (Chairperson) on the Panel.

Farewell to Steven Brnovic and Maya Narayan

After 3 years of invaluable service, we bid farewell to Steven Brnovic and Maya Narayan, members of the Panel of Independent Reviewers, whose terms expired on 21 August 2026.

We thank Steven and Maya for their dedication and commitment to the legal assistance sector and wish them well for their future endeavours.

About the Panel of Independent Reviewers

The Panel has responsibility under section 19 of the Legal Aid Act 1978 (Vic) for reviewing Victoria Legal Aid's decisions to:

• refuse to provide legal assistance of the nature or to the extent applied for
• impose conditions on a grant of legal assistance (in some circumstances)
• vary or terminate a grant of legal assistance
• allocate the conduct of a matter.
