Our new strategic plan for fair and inclusive justice in Victoria

We have released Strategy 30, our strategic plan for 2026–30. It sets out where we’ll focus our efforts over the next four years as we continue to work towards fair and inclusive justice in Victoria.

We have released Strategy 30, our strategic plan for 2026–30. It sets out where we’ll focus our efforts over the next four years as we continue to work towards fair and inclusive justice in Victoria.

At its core, Strategy 30 reinforces our commitment to helping people access justice and providing essential legal and related services to the community every day. It focuses our efforts and resources on the areas where we believe we can make the greatest difference for our clients and communities.

Our focus remains on providing services that respond to people's needs and circumstances. Demand for legal assistance continues to grow, and we’re seeing more people coming to us with increasingly complex needs.

‘Helping people understand their rights, navigate their options and make informed decisions about their legal problems continue to be at the core of our work,’ said our Board Chair Llewellyn Prain.

‘Our new strategy recognises that we must be responsive to clients’ unique needs, circumstances and capabilities.

‘It also recognises that the challenges facing the justice system are bigger than any one organisation. By working closely with our partners, we can make better use of our collective expertise, resources and influence to work towards fairer outcomes for Victorians.’

Chief Executive Officer Toby Hemming said Strategy 30 is about being clear about where we can have the greatest impact. ‘We’re helping more people than ever before, including around 190,000 Victorians in 2025–26, reflecting growing need in the community,’ he said.

‘At the same time, the environment we’re operating in is becoming more challenging and our resources remain limited. That means we need to make thoughtful choices about where we focus our efforts.

‘Strategy 30 focuses on what matters most – helping people early where we can, targeting assistance to those with the greatest need, and continuing to advocate for fairer laws, policies and systems.

‘It also recognises that our people are central to everything we do. Supporting our workforce and strengthening the systems that underpin our services are essential if we are to continue delivering for our clients and communities.’
